Description of government structure:

Description of electoral system:

  • The President is elected by plurality vote to serve a 5-year term.
  • The Prime Minister is appointed by the president with the approval of the parliament.
  • In the Parliament (Seimas), 71 members are elected by absolute majority vote in single-member constituencies to serve 4-year terms and 70 members are elected through an open-list proportional representation system to serve 4-year terms.***

*** In the nominal tier, if 40 percent of registered voters turn out, the winner must have an absolute majority. If fewer than 40 percent turn out, the winner must have at least 20 percent of votes. If neither condition is satisfied and there have been at least two candidates, there is a runoff round. In the proportional tier, an election is valid of at least 25 percent of registered voters turn out.
