Description of government structure:

  • Chief of State: President Islam KARIMOV(since 24 March 1990, when he was elected president by the then Supreme Soviet; first elected president of independent Uzbekistan in 1991)
  • Head of Government: Prime Minister Shavkat MIRZIYOYEV (since 11 December 2003)
  • Assembly: Uzbekistan has a bicameral Supreme Assembly (Oliy Majlis) consisting of the Senate with 100 seats and the Legislative Chamber (Qonunchilik Palatasi) with 150 seats.

Description of electoral system:

  • The President is elected by absolute majority vote through a two-round system to serve a 7-year term* 
  • In the Senate, 84 members are elected by regional governing councils to serve 5-year terms and 16 members are appointed by the president. In the Legislative Chamber, 135 members are elected by absolute majority vote in single-member constituencies to serve 5-year terms.** The remaining 15 seats are reserved for the Ecological Movement of Uzbekistan. 

*An amendment to the election law at the end of 2011 reduced the presidential term in office from seven to five years. The Uzbek constitution limits presidents of the country to two terms in office. This provision was overlooked when the incumbent won a third term in office in December 2007. The current president’s term in office has also been extended twice through national constitutional referenda.   The Prime Minister is appointed by the President.

**At least 33% of the electorate must turnout in each constituency for the election in that constituency to be  valid. If this does not happen, a run-off between the top two candidates is held. This also happens if no candidate receives an absolute majority in the first round.
