Description of government structure:

  • Chief of State: Chairman of the Presidential Council Fayiz al-SARAJ
  • Head of Government: Prime Minister Fayiz al-SARAJ
  • Assembly: Libya has a unicameral House of Representatives (Majlis Al Nuwab) with 200 seats.

Description of electoral system:

  • The President of the General National Congress is elected by the General National Congress.
  • The Prime Minister is elected by the General National Congress.
  • General National Congress is elected through a system of parallel voting. 120 members are elected by plurality vote from 40 single-member and 29 multi-member constituencies. The remaining 80 members are elected through party-list proportional representation in 20 constituencies.[1]
  • The Constituent Assembly will consist of 20 seats from each of Libya’s 3 regions: Tripolitania, Cyrenaica, and Fezzan. 6 seats will be reserved for women and 6 seats will be reserved for Amazigh, Tebus, and Tuaregs (2 seats each). According to the electoral law passed by the GNC on 16 July 2013, candidates will be elected by simple majority in 42 single-member and 8 multi-member districts. The single-member districts will use a first past the post (FPTP) system and the multi-member districts will use a single non-transferable vote (SNTV).
 

[1] The individual candidates must be Independent. The party lists are closed and are required to alternate male and female candidates.
