Kelly on militias' motives in the DRC

The United States Institute of Peace has released a report which examines what motivates militias in the Democratic Republic of Congo to use sexual violence.  The report also offers a set of recommendations for both the international community and the government of the DRC.  This includes integrating the Mai Mai militia's troops into the national army and building trust between civilians and the military.  You can find more information on the report here.
