Ukraine's Special Administrative Court on Wednesday suspended the declaration of the final results of a February 7 Presidential runoff election pending adjudication of an appeal by incumbent Prime Minister Yulia TYMOSHENKO. According to the Ukrainian Central Election Commission, Viktor YANUKOVYCH led TYMOSHENKO by 3.5 points. Ukraine's Administrative Court announced it would rule on Tymoshenko's appeal by February 25, the date lawmakers planned to inaugurate YANUKOVYCH. In her address to the nation on February 13, TYMOSHENKO alleged "large-scale fraud" in the country's first Presidential vote since the 2004 Orange Revolution. International observers, including OSCE and democracy assistance groups, viewed the polls as free and fair.
