Electoral management plays a significant role in democratic consolidation. During transitions from authoritarianism to democracy, electoral management decisions affect future political outcomes, and ultimately, whether citizens consider their political process to be free and fair. Thus choices like the design, composition, and mandate of Electoral Management Bodies (EMBs) are extremely critical. To better understand the challenges and opportunities of election management, in this paper IDEA (the International Institute for Democracy and Electoral Assistance) compares the experiences of election management across three countries: Indonesia, Ghana, and Chile.
