In the wake of Libya’s elections in July, the Libyan General National Congress elected Mohammed EL-MEGARIF as its first president. President EL-MEGARIF won 113 votes in the 200 member body. In his role, EL-MEGARIF will hold office until the new Libyan constitution is drafted sometime next year. According to Article 30 of the amended Libyan constitutional declaration, a 60-member committee appointed by the GNC has to draft the constitution and to adopt this draft with a two-thirds plus one majority. Once adopted, the draft constitution will be held to a nationwide referendum.
