There is widespread acceptance that the Constituent Assembly elections announced for November this year will not take place. After the Constituent Assembly was dissolved for failing to draft a constitution by May 28, caretaker Prime Minister Baburam BHATTARAI set an election date of November 22. Opposition political parties do not accept that BHATTARAI has this authority. Acting Chief Election Commissioner Neel Kantha UPRETY has advised the government that the Election Commission is not able to conduct elections on this date due to the lack of consensus among political parties and failure to make critical constitutional and legal changes. The next practical date for elections is Spring 2013. Nepal last held elections in 2008.
