Liberia's National Elections Commission announced Tuesday that President Ellen JOHNSON SIRLEAF defeated Justice Minister Winston TUBMAN in the second round of the country's presidential election. With all the ballots counted, JOHNSON SIRLEAF captured 90 percent of the vote, while TUBMAN garnered 9.4 percent. A boycott of the second round by TUBMAN contributed to a lower turnout. Thirty-eight percent of voters participated in the runoff, compared to more than 70 percent in the first round.
