Otto PEREZ, a retired general, won Guatemala's presidential runoff election on Sunday, with 54 percent of the vote. PEREZ defeated Manuel BALDIZON, who captured 46 percent of the vote. Ten candidates originally competed in the first round, held in September. PEREZ, who commanded government troops during Guatemala's 35-year civil war, has vowed to crack down on Mexican drug cartels operating in the country.
