Rosen PLEVNELIEV, the candidate of the governing GERB party, won the second round of Bulgaria's presidential elections on Sunday. PLEVNELIEV, a former Minister of Regional Development, defeated Ivailo KALFIN, by a margin of 53% to 47%. Bulgaria also held run-off elections for local municipalities. Monitors from the OSCE, as well as Transparency International, reported allegations of vote-buying.
