Liberia will hold second round of presidential election

Liberia's National Elections Commission announced Monday that President Ellen JOHNSON SIRLEAF will face former Justice Minister Winston TUBMAN in the second round of the country's presidential election. With most of the ballots counted, JOHNSON SIRLEAF captured 44 percent of the vote, while TUBMAN garnered 32 percent. TUBMAN initially threatened to boycott the second round, alleging fraud. International observers, however, stated the election was largely free and fair. The second round will take place on November 8
