Namibia's High Court Rules Results of National Assembly Elections Invalid

The High Court ruled the results of the November 2004 National Assembly elections invalid and ordered a recount of the ballots.  The election was contested by two political parties, the Congress of Democrats and the Republican Party, after serious irregularities occurred during the parliamentary elections.  The vote recount must be finished by March 19, 2005 in order to swear in the new parliament on March 21, 2005.

Namibia Announces Results for Presidential Election

On November 16, voters were called to the polls to elect a new president. Based on the preliminary results, incumbent President Mamadou TANDJA of the National Movement for a Developing Society-Nassara (MNSD-Nassara) won 40.6% of the valid votes while opponent Mahaadou ISSOUFOU of the Nigerien Party for Democracy and Socialism-Tarayya (PNDS-Tarayya) came in second with 24.6%. A second round, however, will be held between the two contenders on December 4th as neither candidate was able to secure a 50% majority vote.

Namibia Announces Reults for Parliamentary Elections

On November 15-16, voters also cast votes in the parliamentary elections.  According to results recorded by election officials, the ruling South West African People’s Organization (SWAPO) secured a majority in the parliamentary elections with 75.1% of the votes, or 55 seats in the 72-member parliament while the Congress of Democrats won five seats. Official results will not be available until later in the week.

Namibia's Electoral Commission Says Yes to Expatriates Right to Vote

The Electoral Commission of Namibia (ECN) announced that the country’s expatriates will be allowed to vote, should Parliament grant permission. The announcement stated that the ECN is currently working with the Namibian government to revise provisions in its Electoral Act to allow émigrés to cast ballots. If approved, citizens currently residing outside the country will be required to register between September 20 and October 3. Namibia is scheduled to hold presidential and parliamentary elections on November 15-16.
